Jackal is faster overall, and you can hold down the mount skill button for instant cast warps as soon as endurance regenerates. Raptor is slower, but its "boosts" are faster and larger (but less frequent). Jackal, by far. I only use it in raids (sand portals) or when doing map comp (sand portals) in PoF/LS4 maps.

Raptor takes more skill and timing to stop your jumps short to land and turn, Jackal can turn every teleport. In a race with turns so tight that no mount would work, jackal is probably best. But I haven't seen that situation yet. Jackal feels like the closest thing to just walking without a mount, but your faster and can teleport a little.
I assume you can use it. I know that was the case with the glider skin that came with the deluxe version of HoT. You got the item as soon as you purchased the expansion and could double click it to add it to your wardrobe, but it looked like it just vanished because the glider menu didn't appear until HoT was released.
